This is found on Google Books and is a 1901 army publication. After the disaster of supplying the troops during the Spanish American War
the army turned to history to seek answers. It appears to have been an immediate post Civil War unpublished analysis. While it can be as
dry as salt horse and hardtack in reading, it gives insights into how things were supposed to be run. For those of us interested in the
Indian Territory it highlights what should have occurred. While all theaters of the war suffered, at times, the federal forces in the I.T., in my opinion,
suffered longer and more often, in terms of hunger due to supply problems. In other words, compare and contrast.
