Sir,

As Civil law has been set a side in the Counties of Harlan, Perry, and Letcher and Union men are being murdered by Guirillers almost daily, I would respectfully ask the privelidge of organizing a Company of one hundred men from the discharged Soldiers of the 7th Ky. Inft. Vols. And that thay be known as the (Mountain Scouts). The authority for organizing the Company is all we ask. We will arm and Equip our Selves. General, please inform me as soon as practable if whether or not we can get the authority for organizing the Company or not for we are still willing to help uncle Abe. If you wish a recommendation for myself, I would respectfully referr you to Hon. W. H. Randall or M. L. Rice of this District.
