1st or 4th Louisiana Engineers Staff ?

In Volume 1 .p.105 of F. Miller's 1911 "Photographic History of the Civil War" is a June 1865 photograph
taken in Shrevport Louisiana of the following:
Col of Enginners H.T. Douglas with the following officers:
David French Boyd, Major of Enginners
D.C. Procter, First Louisiana Enginners
William Freret
Richard M. Venable
Octave hopkins First Louisiana Enginners
One man is listed as unidentified:
However there are two possible clues to his identity:
1) His collar is that of two bars of a 1st Lieutenant
2) The Civil War Soldiers and Sailors system lists
Richard M. Venable as "Engineers CSA"; Henry T. Douglas was
a Lt Col of the "4th Regiment Confederate Enginner Troops"
Thus nearly all of the above are Officers of the Enginners
CSA-possibly of Staff Officers connected with the 1st or 4th
Lousiana Enginner Regiments
