Charles Felix Mallard / Millard

I am an Australian descendant of Charles Felix Mallard b. 1833 in France, who emigrated to New Orleans with his family as a baby. He was a sailor and later ship's captain. According to family stories he was involved in running the sugar blockade during the Civil War.

He apparently changed his surname from Mallard to Millard sometime around 1859, for unknown reasons.

His children (with Mary Ann Wall Thompson) were born variously in New Orleans (1858), Nassau (1859), and Barrington Nova Scotia (1862 or so).

Could anyone direct me to resources that might tell me more about the sugar blockade?
