I do not know of either a Mississippi or an Alabama pension being drawn by Dr. Wilkerson.

As far as the entry goes, I have no idea either. I do know that when the hospital at Howard College (Marion, AL) was established, it was apparently on orders from the military department in Mississippi. Perhaps the entry was also a reference to the assignment to or establishment of the hospital at Eufaula.
