There were no black Confederate officers from Louisiana. You may be thinking about Major Francis E. Dumas of the 74th United States Colored Infantry or perhaps Captain Pinckney Benton Stewart Pinchback of the same regiment. Both men were involved in Reconstruction politics. Pinchback even served briefly as Governor of Louisiana.
