I think the answer to the question is that in 1862 New Orleans City Hall was in the building now called Gallier Hall, a fine-looking Greek Revival structure that still stands and is still owned by the city. It's on St. Charles Street, facing Lafayette Square, about five blocks from Canal Street. At the time Lafayette Square was an important locale in New Orleans, often being the site of gatherings, speeches, etc.
