1st Louisiana Scouts

Please help me clarify the following information for a student: He claims that a Civil War soldier was Confederate, but the photo of the man's headstone is clearly a Union shield with the inscription "1st Battalion, Louisiana Cavalry Scouts" on it. Wasn't this group of scouts more or less Union sympathizers and Jayhawkers? Were they absorbed into a Union Battalion? He found on one of the genealogy sites an application for a pension in this man's name. The student claims that it is a Confederate Pension Application. I cannot find the pension application at either the Young-Sanders Center or on the Secretary of State's listings. What can you tell us about Union pensions?
Many thanks for any input.
