William B. Ratliff had been a scout for Richard Taylor's army in 1863 and 1864 and was authorized to raise a company of mounted scouts to operate in Pointe Coupee, Iberville, and West Baton Rouge parishes. He and his men are mentioned a number of times in the "Official Records," particularly Volumes 41 and 48.
