Start by visiting your local public library. Ask if they have interlibrary loan services. If so, you should inquire if they are a member of OCLC (Online Computer Library Center). If so, they can help you search for Louisiana state newspapers published during the war years 1861-1865.
Keep in mind, many of the original papers were either lost or destroyed. You might want to ask the reference librarian at your local library to develop a list of period newspapers. Good luck.
