In the case of Arlington each of the ex-Confederates buried there had subsequent service in the U.S. Army as officers, Fitz lee and Joe Wheeler, for example.

In other cases you will find that Confederates were already buried on ground later dedicated for use as a national cemetery. In these cases Confederate dead were treated like German and Italian prisoners of war who died on American soil.
