No. The Louisiana Legion was a state militia brigade level organization that existed from before the Mexican War into the spring of 1862. It consisted of enough volunteer companies to form a regiment of infantry, a battalion of artillery, and a battalion of cavaly. The Orleans Guard regiment in state service in 1861 was composed of infantry companies that were part of the Louisiana Legion's infantry regiment. The Orleans Guard battalion in Confederate service at Shiloh and Corinth was formed from volunteers transferred out of the Orleans Guard regiment. The Louisiana Legion, a state militia command, continued to exist, at least as a headquarters group, into the summer of 1862 and then disappeared.

According to Dr. John D. Winters' "The Civil War in Louisiana" (LSU Press, 1963), there were three brigades formed by residents of New Orleans who claimed foreign citizenship in response to a state militia act passed on 23 JAN 1862. The first European Brigade was a mixture of British, French, Spanish, Italian, and other nationalities who had already formed independent companies. Soon the French Brigade was formed, and this was followed by a second Eurpean Brigade composed of Spanish, German, English, Belgian, Italian, Scandinavian, and Dutch citizens. These brigades disbanded with the Union occupation of New Orleans which began in early May 1862.

These three European brigades were composed of state militia units not already part of the Louisiana State Army. Art Bergeron may have a list of the companies which composed the three foreign state militia brigades. The list of units he presented in the appendix to his "Guide to Louisiana Confederate Military Units 1861-1865" (LSU Press, 1989) were part of the Louisiana State Army and not part of the state militia represented by the three European brigades.
