The Huntington Library does allow "Other Researchers," who are not professional historians, or academic scholars, reading privilges. The following text is from the Huntington's web page

"Other Applicants

Individuals with projects that advance scholarly research may apply for reading privileges by completing an application form and sending it, with two letters of reference, to: Reader Registrar, Reader Services Department, Huntington Library, San Marino, CA 91108. The letters should be from scholars in good standing who are familiar with the applicant's work and can attest to his or her ability to perform independent scholarly research and need for access to the Huntington 's collections. They should be mailed with the application form.

Applicants are requested to allow at least three weeks for the completion of the review process."
