Just a thought --
Fairly detailed reports of arms and equipment seized by Alabama militia at Mount Vernon arsenal appear in the Alabama House and Senate Journals for 1861. In addition Governor Moore responded to a request that he account for arms purchased and distributed to Alabama militia since the previous sesssion of the legislature. Bob Bradley at the ADAH says there are receipts for each company armed by the state, which I hope to see soon. There's even a legislative committee report on the merits of the "George Law" firearms, older U.S. muskets altered to percussion and purchased by Gov. Moore from an agent in New York. Legislators evidently decided to try them on targets at set ranges in competition with other rifled firearms.

Has anyone reviewed these legislative documents?

Confederate ordnance reports are a different issue. Brigade inspection reports for Johnston's Army of Tennessee are available in M935, Inspection Reports and Related Records Received by the Inspection Branch in the Confederate Adjutant and Inspector General's Office. These usually specify arms available in each unit. For earlier period, it's often necessary to identify the ordnance officer for a brigade or even a division and review his service file. Papers in the ordnance officer's file (usually found in M331) should at least specify type and number of rounds of ammunition issued to his brigade.
