I do not know that I have ever read anything about what Canby really expected to do after he took command. Despite his talk of reconstructing and building the railroad between Vicksburg and Monroe, he must have known that Lincoln and Grant wanted him to act east of the river rather than west of it. What he should have done was move against Mobile, but he seems not to have thought he had a strong enough force to do so.
