I just went through the 13 entries in Booth's Records under the surname "DICKEY". None of these men were POWs at Point Lookout. I also checked for variations in the surname spelling such as DICKIE and DICKY with no success.

How clear is the surname DICKEY? Perhaps there is another spelling?

Point Lookout POW camp became operational in September 1863. The surplus POWs at Fort Delaware and elsewhere were transferred and thereafter, it became a primary destination for many Confederate prisoners captured in the east. It was also used as a collection depot (a place to collect POWs from other prisons prior to delivery) for the "humanitarian exchanges" that took place in late 1864 and early 1865
