Enemy strategies included disorganization of Confederate forces, which eventually helped to bring about the collapse of Southern armies. Releasing prisoners as far away from their parent units as possible promoted that end.

The nearest point of exchange could be found on the James River at City Point VA. Exchanged prisoners were usually in need of nutrition, medical care and clothing. After treatment in a Richmond VA hospital, soldiers would usually be released on furlough. After the fall of Atlanta, transportation to points beyond the Savannah River presented a problem.
