Officers were assigned to sit as members of a court-martial board. A senior officer was appointed President of the court-martial board and two or more members were assigned (appointed) to be on the board. Being an attorney-at-law was not a requirement for any member. I am not sure that in those days either the prosecutor (there is a name for this position which escapes me at the moment) or the defense attorney had to be an attorney. In my day (1966-1967), it was not required.
