Using the info provided by Steve, I believe you will find this was Robert W. Bringhurst, Jr., the son of a Confederate veteran, who donated the land.

In the 1930 census, his occupation is Civil Engineer - Streets & Parks in Alexandria.

His father passed in 1912.
