Re: June 11th, 1861 Declaration of War

According to "The Encyclopedia of the history of the state of Missouri" by Howard Lewis Conrad, Governor Jackson met with General Lyons in St. Louis and not being satisfied with that meeting, returned to Jefferson City "...burning the railroad bridges behind them and cutting telegraph wires". He then attempted to call up forces in opposition to Federal forces.

Gen Lyon then moved his forces toward Jefferson City and shortly thereafter on 17 JUNE, the battle of Boonville took place.

It seems that the fact is NOT that the federal government declared war on one of its' states, but instead that the state by the action of the Govenor, declared war on the federal government.

Why is this event reported with a different slant. Perhaps, the first poster has answered that himself when he referred to " ,,, Stupidity, negligence, or intentional oversight?" .
