Jackson was definitely involved in illegal Federal activity (arms transfers) and was involved in a conspiracy to overthrow Federal authority. And I am sure he was making demands for the withdrawl of Federal troops from the State on June 11th, but those details I have not found documented. I don't believe he was ready to declare war. That would have been a mistake on his part. He needed to buy time to raise, arm, and train his army. Lyon knew Jackson wanted time and he made sure he did not get it. The "unofficial" declaration of war obviously was initiated by Gen. Lyon. Sen. Frank Blair must share credit for it since he supported Lyon at the meeting, even though he certainly knew the constitutionality of the situation.
