There's one (or more) on Google Books for free (I believe it covers up to 1863). The 1865 (or 1866?) Adjutant General's Report was a massive multi-volume accounting of all Missouri Federal troops, I believe with rosters, histories etc. I've only ever seen bits, and that years ago. The 1863 report is very useful, however. The e-bay report must be a xerox for that kind of money.
