Beats me! All I know is that much of the command structure of the PEMM was eliminated by decree from the General Assembly in autumn 1863, and the militiamen supposedly reverted back to their 68th EMM structure. Part of that structure was to respond to legal Union military authority in their area including and especially the Provost Marshal's office. In wartime Missouri (and, evidently, nowhere else) the PM echelon was given expanded duties beyond their normal job of keeping law and order among the Union military. In Missouri because of martial law the PM was also given vast powers to search out treason and secessionism in the populace in order to apprehend "the enemy within," so to speak. Since these militiamen were local citizens and some were already plugged into local powerbases and networks, it seems reasonable to assume some of them answered to authorities other than the military.

I know little about the behind-the-scene shennanigans of the militia in some of the SE MO counties, but I have read about it. Remember, that my beat is guerrilla warfare, although I stray from that topic from time to time if I can be of service. Because the EMM and PEMM were in direct contact with southern guerrillas they fall within my area of interest.
