Please name to Maj. Gen. Rosecrans for appointment as Lieut. Col. 47th Regt. Mo. Vols. Maj. James Wilson 3rd M.S.M. Cav. He has been on duty at Patterson for nearly a year and is in my opinion quite as well qualified to command a regiment as any officer on duty in my district. You will doubtless recollect that he re-captured Capt. Bartletts Company, captured by Kitchen last December at Centerville and that he has successfully led many large scouting parties
in that part of the State for two years past. He has made no application for promotion and I have only thought of making it from the difficulty I have met, owing to his inferior rank, in giving him command in my district equal to his abilities. I am very respectfully Thomas Ewing Brig. Gen.
