John: Many thanks. If you get a chance look for the Missouri Contested Election Cases during the Civil War, especially James Lindsay vs. John G. Scott. Lindsay was Col. in the 68th EMM who filed for a seat in the US Congress in a special election 8/3/1863 and lost to the relative unknown, Scott. Lindsay contested and the testimony gives great insight into the voting/militia/enrollment, etc. in the 3rd Military District. It is online at googlebooksearch and has a good word search. I have a couple copies of the original text in my personal library as well as other cases of this nature, and can highly recommend them for this era.
