Solving the Mystery of the Arsenal Guns

Dr. McGuire's detailed work says: "This was based on my acceptance of the events described in the James Stokes affair, (Duyckinck [1861] App C.3; Moore [1862] App C.4.a) in which he was credited with “rescuing” about 21,000 small arms from the arsenal and transporting them to Illinois where they would be issued to newly formed volunteer regiments."

Yet, Steven Rowan's translation of Col. Boernstein's memoirs that refers to "21,000 rifles, eight canon, the necessary sidearms, carts and corresponding munitions" credits Col. Boernstein himself and Capt. Stone of Col. Blair's 1st Regiment for the transport.

Any explanations of this apparent discrepancy would be appreciaated, especially if they include an identification of James Stokes and what he did.
