I found the 1891 memoir dedicated to James Rollins on-line, and thought I would share. The memoir contains a collection of his speeches, including the speech he gave in the House prior to casting a deciding vote in favor of the 13th Amendment. I thought the speech gave good insights into the politics of the slavery question in Missouri.
