Dan: I think it most likely that "Camp Burrows" was indeed located on land owned by a person named Burrows. The 1st Division, Missouri State Guard, often used the owners' name in selecting names for camp sites, such as Camp Hunter, Allen, etc.

The Ripley County Battalion, actually a 7th Division outfit, organized at Martinsburg about 5 July 1861. It consisted of four companies primarily from Ripley and Carter counties. After LTC Jeff Thompson left the battlion and moved to Stoddard County to run for general of the 1st Division, the battalion, constantly growing in numbers, served briefly with the Confederates at Pocahontas under General Wm. Hardee. It served with Hardee when he moved into Missouri and advanced to Greenville. The battalion increased to a regiment, eventually the 3rd Infantry Regiment, 1st Division, on or about 1 Augsut 1861. It joined the 1st Division and completed its service in that division.
