Halleck's Assessments

I am trying to get facts concerning the assessments that General Halleck had levied in December, 1861, on persons presumed to be Southern Sympathizers. While I can find tangential references to the whole episode, I have not been able to access -- from the web-- good source documents. I would very much appreciate any suggestions for getting at:

A. The actual text of the General Orders. [I am certain one General Order is known as #24, but if I am not mistaken, that is only one of several that relate. There is some other order specifically directed to the Boards of the Mercantile Library and Chamber of Commerce.]

B. The names of persons served. One reference indicates that there were 'sixty-four' prominent persons assessed.

C. Records of the disposition of each assessment: evidence submitted by the accused, evidence submitted by the accusers, amounts of assessments.

D. Transcripts of interrogations made by the Board of Assessment.
