Special Orders No. 89 is in the Brickey Compiled Service Record, of which I have a copy, but it is poor. I will get to town next week and get a better copy for you. Order No. 90 of 8/29/1864 is very brief, just mentioning that Order No. 89 is revoked. It is housed at Western Historical Manuscript Collections, Columbia in the Alvord Collection C0970. You should look it up. Google WHMC, go to Columbia and access the Collection. Go to Series List, then Missouri History, then Military Papers. I requested all the Orders for the 3rd Military District but look it over and you may find other items of interest. A letter that may be a reference to Cochran's is in the Special Collections of Duke University as follows:

There are in this district five companies of six month volunteer EMM raised and organized under Special Orders No. 89 Head Quarters State of Missouri, St. Louis June 10, 1864. The time of Company C expired on the 24th ultimo and three others will expire within a month. The regiments from which they volunteered have been relieved from active service so that were they to report back to their original companies, the State would be deprived of their service. What shall I do with them? Muster them out or retain them in the service?

I have researched the Missouri Militias extensively for several years. Their records are scattered from one end of the country to the next, seldom with duplication. As such, finds are accidental and require years of interpretation as nothing can be taken for granted. Some primary source material I discovered five years ago is just now making sense.
