I think that once a man had taken the oath he would not have to take it again. How closely a man's movements were watched probably depended on whether he was a rebel sympathizer or not. As far as I know women did not take Loality oaths. When Margaret Hays, wife of Col. Upton Hays, wanted to take her family to Texas in 1862 she could not get a pass.
