If all other indications show that they might have been the same person, I would not let the apparent geography stand in the way. A lot of people ranged that far during the war; in this case, the closest "Dutch" enemies of Bowles/Boze might have been southern Bollinger and Cape Counties. In return, the 56th EMM from Cape ventured all the way to Ripley County (and Arkansas) in 1864 in pursuit of secesh. Could have been some retribution involved in that ride.
