In the book, "In Deadly Ernest" by Gottschalk, he mentions some thing interesting about Missouri parole; "...a telegram from the War Department reached Vicksburg on May 11 (1865) ordering a halt to all paroles for Confederates from Missouri and Kentucky. " Page 527. I was just curious as to why these two states were singled out? And if there exists a copy or source for the Telegram??
