I haven't located the order, but one of the most prominent targets of it was Col. Clark H. Green of Glasgow, commanding officer of the 46th EMM. Col. Green was a newspaperman, and a Republican. After he was purged from the EMM pursuant to S.O. 126, and after the Radical governor and legislature was sworn in in January 1865, his services were nominated to serve as publisher of the Radical legislature (another publisher got the job). That same month, right after the Radical legislature was sworn in, he and a number of others signed a petition (some of the other signers I recognize as being Radicals), asking General G.M. Dodge to allow county committees of safety and county military commanders to identify 10 or 15 of the most prominent and wealthy Rebel sympathizers in each county, and tell them that both they and their property would be targeted for retaliation should any loyal men or loyal men's property in their townships come to harm.
In looking for the special order in question, you might concentrate on Gov. Willard P. Hall's papers, or Gen. William S. Rosecran's papers. I suspect the special order in question came from one of them.
