Neil,

This marks the first time anyone ever asked about the 23rd EMM, and for good reason. The 23rd was conceived in August 1862 at the start of the EMM program in Missouri intending to be the Pacific Railroad regiment, just as the 38th EMM was the Hannibal and St. Joseph Railroad EMM regiment. I suppose there regiments were recruited just to guard those railroads. The 38th EMM had a long history, but for reasons I don't know, the 23rd EMM never came to full life and was disbanded. It only appeared in the Missouri Adjutant General yearbook for 1864 covering the 1863 year and not the book covering 1864 (published in 1865).

Specifically, Company A, C, and K were composed of apparently railroad men in St. Louis; Company B, D, and E were enrolled with apparently railroad men in Franklin County; Company F was from Phelps County; Company G was from Osage County mostly; Company H was mostly from Califoria and Syracuse mostly in Moniteau, Morgan, and Cooper Counties; and Company L was from Pettis County. I guess the 23rd was enrolled from railroad men because so many of the names were Irish, and my research into railroad workmen in Moniteau, Morgan, and Cooper Counties in the 1860 census there shows many of the railroaders to be Irishmen. Even though the 23rd never came to life, it is odd that all the regimental staff listed in the 1864 MO Adj Gen's yearbook do not have any kind of record at the Missouri State Archives, even though all the company officers and men have a least one card apiece. Most of these men were enrolled by only four of five of the same men--railroad surpervisors, perhaps.
