This question is directed mainly to Bruce Nichols. On page 104 of Guerrilla Warfare you mention that veterans and survivors were not able to get federal pensions because the EMM was not in "accredited Federal military units." Could you elaborate on that statement? I'm curious about that process of a unit being federalized and the reason why pensions would later be denied even if it was clear the units supported the Union cause.
