Please excuse my delay in answering. Just as I submitted my manuscript to the publisher for the 1864 and 1865 portion of the CW MO guerrilla series, my family swept me away to SE US on a long-overdue vacation. We just returned late last night.

Bill Wilson only appeared on the scene between April 1864 and the summer of 1864, before he returned to obscurity--at least in the written records. As you already discovered, much of the northern Ozarks portion of the terrible Civil War was recorded mostly in "who hit John" type of stories lacking dates, correct names of opponents, and other shortages that make it difficult to document some of these adventures. A lot of these were written long after the war and from the viewpoint of only one side.

The best documentation I found for Bill Wilson's Phelps County area adventures of spring and summer 1864 are found in:
--George Clinton Arthur's 1938 "The Bushwhacker," Boston: Christopher Publishing (the one you named);
--D. Dennis Burns' 14-page manuscript "William Wilson, A Missouri Guerrilla," Western Historical Manuscripts Collection, collection number 995, vol. 3, document 98, I believe is found in the Columbia, MO collection, rather than the Rolla one. That is in the lower level of the Ellis Library of MU campus;
--John F. Bradbury, Jr., "'Bushwhacker Bill' Wilson," "Newsletter of the Phelps County Historical Society," vol. 5 (5 April 1992);
--"From Rolla, Missouri," "Daily Missouri Democrat" (newspaper on microfilm), St. Louis, 30 April 1864.

I, too, was disappointed that there was no or almost no material in the "Officials Records of the Union and Confederate Armies" and in the period press about Bill Wilson. You may wish to consult Dr. Bradbury at Rolla, too, as he has researched Wilson.

I cannot help you with specific locations, other than those given in the above sources.
