Cindy, My understanding is that there was great variability county by county dependent upon the politics of the local judges and county clerks. Enforcement became more onerous as the war went on and after 2 or 3 years of being in arrears on property tax, property was sold on the court house steps. Then, as now, how quickly a collector claimed a parcel was in default varied by county. So as described, property liens were used, as well as delinquent taxes, to strip ownership from southern sympathizers.
