Playing both sides??

I have been reading up a bit on the siege of the Liberty Arsenal (Mo.) in April 1861 and I noticed something I was hoping someone could clear up.

There was the Mounted Rangers formed in January of 1861 and led by Henry Routt and, later, a Liberty Home Guard formed right about the time of the Arsenal siege and led by O.P. Moss.
Moss seemed to be incensed that Routt pulled off the siege and later said he had no more right to do this than John Brown had to raid Harper's Ferry. But there is men I have found that were in Routt's Mounted Rangers and in Moss' Home Guards.
If Moss was so against what Routt did, why would there be men in both organizations?
