Clarification on "The Strip"

Blackmar describes the Neutral Lands as 50 miles north-to-south and 25 miles wide east-to-west. He also describes a strip 6 miles wide across the southern end of Humboldt County. So what is the 8-mile strip referred to in the article describing the Humboldt raid? Was there a strip between Humboldt and the southern boundary of Allen County (formed in 1855) that was on Osage reservation land? I might have some mapping to do, unless someone knows the answer.
