Was this in February 1865 when the Missouri Constitution Convention was considering the establishment of a state militia under the new constitution?

In the Adjutant General's Report for 1865, Charles A. Weber of Perry County was commissioned as a Brigadier General in the Missouri Militia on March 15, 1865. The other nine general officers were commissioned on February 20 or February 27. Was Weber a replacement for Leeper whose commission was not approved? Weber would have been returning from service in Tennessee with the 47th Missouri Infantry Regiment at that time.
