How do you get into the government records? I can't get it to open. I'm still trying to find David Shanks obituary, war records and military card or whatever you call it.

Am I right in assuming that quantrail wanted David Shanks comand when he was killed, and why was he not concidered for it. Was it because of his atrocities?
