I have now read the post more thoroughly, and saw the citation for the document in the Western Historical Manuscript Collection. I still don't know what source you refer to in this citation: "O.R., ser. 1, vol. 41, pt. 3, p. 619." I may be just missing some common acronym for this site. Thanks.
