I personally have ordered stones for EMM and PEM soldiers. They were granted pensions on the basis of that service and are allowed government tombstones, also. The documentation I have provided when ordering the tombstones are printouts of the pension index card (on ancestry.com) and the service card (from the Missouri Archives veterans database). I have yet to be turned down.
