The Partisan Ranger Act introduiced by Gen. Hindman was signed by the Confederate Congress in 1862 but was repealed on February 17, 1864. Mosby's Rangers and McNeill's Rangers in western Virginia were exempt from the repeal because they exercised military discipline and followed the rules of warfare.
