Ray; Here is the best I could do for you. I can't expalin the 50 year gap in census records and I'll try to close it for you. However 1849 is getting a bit young for Civil War Soldiers, not unheard of for some late 64-65 EMM types but I could not locate any military service info for Thomas F. Proctor
