Oath-Voting-Execution Question

It seems to me I have read that Missouri men were required to sign an oath to the US government before they were allowed to vote.

Would a Union commander commandeer the voting records from local county governments and use these to determine if a Confederate soldier broke this oath and therefore have a reason to execute him?

...or am I incorrect about signing an oath prior to voting?
