Cecil: That would actually be "Phelan's Regiment". It was a recruit command that was being organized by William G. Phelan, a former regimental commander (2nd Infantry) in the 1st Division, Missouri State Guard. Phelan's attempt to raise a regiment was foiled when the 1st Wisconsin Cavalry Regiment surprised his camp near Bloomfield, Stoddard County, Missouri, in May, 1862. A few rebels were killed, several captured, including Phelan. Due to those events, the "regiment" did not have much history.
