Yes, I saw this Yankee Albion Mitchell in the Soldiers and Sailors system, but did not know the additional data you have which placed him in Natchez at the time of the dog tax receipt.

From what you have just said, it sounds like you are about 70-90 % sure this is the A.S. Mitchell who paid the dog tax, but you are not 100 % sure?

As a member of an occupying army, I am at a loss to imagine how he got on the Natchez City tax rolls unless he took up off-base residence in Natchez, but that makes me wonder how long his Natchez posting was and if that was long enough to have his name appear on the dog tax rolls?

This does raise some interesting questions. Anyone have any ideas?
