Oops ... it was "Sherman's Civil War" by Brooks Simpson, a collection of primary source material by and to Sherman along the lines of PUSG, but in one volume.

Yes, I believe that this is the time during which Sherman first expresses his vision of how the war should be waged. Tellingly, though, he remains in camp where he is because the population has already been run off from this area because it was between the Union and Confederate forces for nearly two months, and he wants to limit the amount of destruction visited upon the civilian population. Also during this time, he expresses frustration for his failure to convict an officer caught ordering the destruction of personal property.
